DMV FILLS TWO KEY ADMINISTRATIVE POSITIONS

COLUMBIA – The South Carolina Department of Public Safety Division of Motor Vehicles has filled two key positions as part of its reorganization brought on by Project Phoenix, a five-year plan to overhaul DMV processes and technology.

Paul Lewis has been named the Customer Service Administrator and Annie Phelps has been named the Procedures and Compliance Administrator.

"The addition of Paul and Annie comes at a critical time in the division’s reorganization," DPS Director Boykin Rose said. "Both individuals have been with DPS for a number of years and have worked closely with DMV in their prior roles at DPS."

Lewis will oversee all DMV field offices and customer service units at DPS Headquarters. He most recently worked in the DPS Internal Audit Office where he conducted internal audits of DMV branch offices. Prior to working at DPS, Lewis was a senior auditor for the Department of Corrections and has worked extensively in private industry.

Ms. Phelps will oversee all administrative enforcement for DMV including driver’s services and vehicle services sections. Ms. Phelps most recently worked in the DPS Office of General Counsel where she oversaw the Administrative Hearings section, which holds hearings for individuals, dealerships and companies who have violated the driver’s license, vehicle and insurance laws. She worked for DMV from 1979 to 1994 when it was part of the Department of Highways and Public Transportation.

"Bringing these sections of DMV under the leadership of Annie and Paul is a more logical approach to doing business within the agency," DMV Interim Deputy Director Davis Burgis said. "It creates a more direct line of accountability and will ultimately improve the level of service that we can offer to the public."
