Gang-Net Licenses for State and Locals

AGCs:

Good morning!  It has been brought to my attention that many local and state law enforcement agencies have purchased or are considering purchasing licenses for Gang-Net®  (a law enforcement gang intelligence system), when the agencies may already have access to the system. I have been advised that ATF has purchased an enterprise license for its task forces (which include state and local law enforcement), and that several regional and state organizations and agencies (e.g., HIDTAs) have purchased regional or statewide licenses. In some cases, these licenses may provide system access for local or federal agencies in your districts.

In order to avoid your state and locals from purchasing licenses when they already have access to the system, please advise them of the above and recommend that they first ensure that they don’t already have access prior to purchasing the license(s). In addition to checking internally, agencies should check with their State Law Enforcement entities and/or their State Criminal Justice agencies (which administer Byrne JAG federal funds) to determine if a statewide or regional license has been funded/exists. State Criminal Justice agency contact information can be found at http://www.ojp.usdoj.gov/saa/

To determine if agencies have access through one of the local ATF task forces, please suggest that the local partner reach out to their relevant ATF Field Division or contact Ms. Marion Burrows, Chief of Intelligence and Information Systems Division, in ATF’s Office of Strategic Intelligence and Information, at 202-927-7885 or via email at marion.l.burrows@atf.gov.

As always, if you have questions, please call. Thank you for all you do!

Jennifer
